thought the fly might be a soldier fly but now think it might be a Chrysogaster solstitialis due to the broad gap between the eyes

Considering the common carder for the bee but not sure, both pics are the same bee as was following it from flower to flower. hmm can't upload rear shot but basically hairless aside from single bands of hair between joints

Thought the flower was rough hawkbit due to the hairs but the dark hooks in the flower suggest goats beard

Need a better photograph (or an expert), but it looks a bit like a female Chrysogaster solstitialis. You could try the UK Hoverflies Facebook page where experts will happily identify hoverflies from photographs if at all possible.
